Whether a newspaper is charged sales tax is dependent upon state and local regulations. In the state of Georgia, print papers are required to pay sales tax, while digital subscriptions are not. For print home delivery subscribers, sales tax is applied to the current subscription rate. Single copy papers may have the sales tax added at point of purchase, or the vendor may include the sales tax within the price of the paper. In this last case, the vendor is essentially absorbing the sales tax on their end - it's still being paid, but by the vendor instead of the customer.
